I did some research and "BM" stands for "bench mark". This is a survey marker. I don't know that it's one posted by the US Geological Survey because the fine for disturbing their markers was $250 in 1896 and the USGS markers tend to have "US Geological Survey" on them.
On the northwest corner of 1st and Cedar by the building that used to house the public library. (Funny, Google maps has it marked as "Spokane Public Library").
